The main functions of the Head of Public Relations and Media

  • Media-relations, maintaining and establishing new contacts with media representatives;
  • Preparation of official reports relating to the activities of the Ministry for the media;

Duties and Responsibilities of Human Resource Manager:

 

  • Human resource manager has an overall responsibility for providing support in various human resource functions which include recruitment, staffing, training and development, performance monitor, employee relation, employee counseling, implementation and administration of human resource programme;  
  • Human resource manager has performance of key functions in terms of application of practical provisions of the personnel policy of the Ministry of Innovative Development of the Republic of Uzbekistan, and has a direct participation in their development;

Responsibilities of the chief accountant - head of the department of accounting and reporting

  • Provides general management of the accounting department of the Ministry, distributes accounting duties among employees;
  • Maintains accounting records in accordance with the Law of the Republic of Uzbekistan “On Accounting”, the Budget Code of the Republic of Uzbekistan, “Inventory of Accounting in Budget Organizations” and other regulatory and legal acts, and also maintains accounting using modern technical means and information technologies;
  • Organizes budget assessment, approval and registration of budget estimates for budgetary funds allocated to the central office of the ministry, and also monitors their execution;
  • Controls the timeliness and accuracy of financial statements and accounting documents, as well as the legality of operations;
  • Exercises regular supervision of budgetary and extra budgetary expenditures for specific purposes provided in the cost estimate, as well as the safety of monetary and material values;
  • Organizes the remuneration of employees in the prescribed and timely manner;
  • Provides organizational and methodological guidance for periodic financial reporting of subordinate organizations.

Of the Chief Information Security Specialist of the Information Technology Sector of the Ministry of Innovative Development of the Republic of Uzbekistan

  1. General Provisions

1.1 This document defines the main duties, rights and responsibilities of the chief information security specialist in the information technology sector of the Ministry of Innovative Development of the Republic of Uzbekistan (the Ministry).

1.2 The chief specialist of the sector is appointed from among the staff of the Ministry by order of the Minister of Innovative Development.

1.3 The chief specialist of the sector is appointed and dismissed by order of the Minister of Innovative Development.

1.4 During the absence of the chief specialist (business trip, vacation, illness, etc.) his duties are performed by a person appointed in the prescribed manner. This person acquires the corresponding rights and is responsible for the inadequate performance of the duties assigned to him.

1.5. A person with a higher education and work experience of at least 3 years is appointed to the position of chief specialist.

1.6 The chief specialist is guided by the laws of the Republic of Uzbekistan and resolutions of the Oliy Majlis, decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, regulations of the Republic of Uzbekistan, the Charter of the Ministry of Innovative Development, as well as this job instruction.

  1. Objectives and duties

The chief specialist performs the following duties:

2.1 Supervises the implementation of work on the integrated protection of information in the Ministry by ensuring the effective use of all available organizational and engineering measures in order to protect information constituting state secrets.

2.2 Participates in the development of information security policy and determining the prospects for the development of technical means of control, organizes the development and implementation of new technical, software and hardware protection tools that exclude or substantially impede unauthorized access to official information constituting a state or commercial secret.

2.3 Prepares proposals for inclusion in the plans and work programs of organizational and engineering measures to protect information systems.

2.4 Participates in the creation of secure information technologies that meet the requirements of comprehensive information protection.

2.5 Performs the full range of (including particularly complex) work related to the control and protection of information, based on the developed regulatory documents, programs and methodologies.

2.6 Organizes the collection and analysis of materials on possible channels of information leakage, including through technical channels, when conducting research and development necessary for the work to ensure the protection of information.

2.7 Provides coordination of organizational and technical measures, development of methodological and regulatory materials and the provision of necessary methodological assistance in information protection, assessment of technical and economic efficiency of proposed and implemented organizational and technical solutions.

2.8 Organizes the work on the collection and systematization of the necessary information about the objects to be protected, and protected information, provides methodological guidance and control over the work on the evaluation of the technical and economic level and the effectiveness of the information protection measures developed.

2.9 Promotes the dissemination of best practices and the introduction of modern organizational and technical measures, tools and methods of protecting information in order to increase its effectiveness.

2.10 Ensures control over compliance with the requirements of the Ministry’s information security policy, regulatory and technical documentation, compliance with the established work procedure, as well as the current legislation in deciding issues related to information security.

The main functions of the head of the executive office

 

  • Ensuring the implementation of a unified system of accounting, movement, analysis and control of the timely execution of documents and orders on the basis of an electronic workflow and workflow system.
  • Coordination of work and study of the state of executive discipline in all structural divisions of the Ministry, provision of necessary assistance in eliminating existing shortcomings, informing the Minister and his deputies about this.
