The Aral Sea International Innovation Center under the President of the Republic of Uzbekistan and its Fund
The Aral Sea International Innovation Center under the President of the Republic of Uzbekistan and its Fund have been established to promote innovation in saline soils as the Aral Sea dried up.
Collaborative efforts between the Ministry of Innovative Development, International Center for Biosaline Agriculture (ICBA) located in Dubai, United Arab Emirates and the Center for Dry Areas Studies at the University of Tottori have been launched.
Measures are being taken to attract grant funds from the World Bank, Asian Development Bank, Islamic Development Bank, international financial institutions and other donors to develop fishery, agriculture and livestock in saline waters in the Aral Sea region.
Under the aegis of the United Nations, efforts have been made to establish a special Trust Fund for the Aral Sea and the Aral Sea Region.
Innovative Development Strategy of the Republic of Uzbekistan for 2019-2021
As the key factor determining the country's competitiveness and innovative development in the international arena, measures are being taken to develop human capital. To this end, the Innovative Development Strategy of the Republic of Uzbekistan for 2019-2021 and the Target Indicators of Innovative Development until 2030 were developed. To enter in the list of the 50 most developed countries of the world according to the global innovation index, all ministries and departments should reach the target indicators.
Additional measures to improve the activities of branch research institutions
A draft Regulation of the President of the Republic of Uzbekistan “On additional measures to improve the activities of branch research institutions” was prepared. In order to create branch research institutions, a mechanism has been developed for financing the activities of branch research institutions by ministries, departments and business associations.
In addition, in 2019, it is planned to create research institutes in the fields of economics, develop regulations for research institutes, develop a system for evaluating their activities, identify the top 10 best organizations and award institutions that took the first 3 (three) places.
Measures are being taken to increase quotas for admission of students for a bachelor's degree in engineering and technology. To create conditions for conducting scientific work for talented undergraduate and graduate students in research institutions and the creation of workplaces for them in the future is being planned.
With the use of the “Mentor-student” method, a program for attracting scientific personnel to research institutions will be implemented. It will consider measures to support the commercialization of future promising scientific developments and technologies and the implementation of research results in production.
Decree of the President of the Republic of Uzbekistan “On additional measures to improve the mechanisms for introducing innovations in industries and areas of the economy”
In accordance with the Decree of the President of the Republic of Uzbekistan “On additional measures to improve the mechanisms for introducing innovations in industries and areas of the economy”, in agreement with the Ministry of Innovative Development, the responsible for innovation development of relevant industries and areas for the coming year were appointed and work began on effective implementation plan activities. Concerning to this, the responsible ones were approved and the plan of measures for innovative development of 27 relevant industries and fields was implemented.
After the official visit of the President of the Republic of Uzbekistan Sh.M. Mirziyoyev to the Surkhandarya region on January 19-20, 2018, in order to create conditions for comfortable and efficient waiting for public transport by passengers, on the base of a public-private partnership with the “Surkhon Oshpazi” company 10 “Smart stops” were installed in the city of Termez. These stops are equipped with all modern facilities, furniture and appliances: solar panels, TVs, Wi-Fi, air conditioning systems, comfortable furniture, electronic information board, chargers for smartphones and ATMs.
As a result of the development of the concept of "Smart city" technologies, integration will be provided to the international community, building up-to-date innovative cities, providing for the growth of economic and investment efficiency for citizens and foreign tourists.
For this purpose, the Ministry of Innovative Development has developed a Concept "Introduction of Smart City Technologies in the Republic of Uzbekistan by 2030".
The concept envisages the reorganization and modernization of the city's engineering-communication infrastructure on the basis of the "Smart City" technology, increasing the effectiveness of state budget expenditures on public-private partnerships, and increasing the productivity of the urban population through the introduction of innovative technologies in the road transport infrastructure.
At the same time, the works on the establishment of Muynak branch of the International Atomic Research Center under the President of the Republic of Uzbekistan were carried out. The Muynak branch is working on raising 20 hectares of land for experimental and sowing areas to grow saline soils.
An innovative project on increasing electricity production using the released heat, satellites and flare gases is being implemented.
Along with the efforts to reduce various technological innovations and losses, the use of secondary energy resources generated mainly by oil and gas and industrial facilities is a major factor in reducing the energy consumption of GDP.
The potential for the recycling of secondary energy resources is more than 630 MW only at gas transmission network facilities. In the sectors with high energy consumption, secondary heat and prospects for the use of flare gas will be 5-6 billion kWh without additional hydrocarbon fuel use, which produces
8-10% of the total electricity manufactured in 2017. Around 1.65 billion cubic meter of natural gas a year will be spared.
SMART CHAIN has been implementing the "Nazzar" program for the introduction of innovative technologies in the field of tourism, including "Smart museum", "Smart card", "Smart cards for each region in the country" and "Mobile 3D project" for museums and sites of cultural heritage.
